Judge Claude Frollo was a pious 15th century Catholic minister and judge in Paris. Frollo was an extreme bigot, devoting himself to the attempted genocide of the Romani population in Paris. Around 1462, he arrested a group of Romani immigrants and when a woman carrying her deformed infant son attempted to run, he claimed she had stolen goods then murdered her while she was pleading for sanctuary at the steps of Notre Dame Cathedral, by kicking her hard onto the steps.
Once Frollo learned the woman was carrying a baby, and that the baby was deformed, he claimed it was a "Monster" and "Demon from Hell" before taking it to a well with intent to drown it. Frollo was only narrowly stopped by the archdeacon of Notre Dame Cathedral, who berated Frollo for killing a woman seeking sanctuary on the steps of Notre Dame and told him that he would be judged by God for the act. At the archdeacon's insistence, he raised the baby as his own, albeit locked away out of sight in the bell tower of Notre Dame where Frollo gave him the cruel name of "Quasimodo", meaning half-formed.
